NORFOLK, NE - Norfolk has a problem. It’s population is stagnating and if nothing is done about it, it may start to decline as years go on.

The main issue is that those around the ages 20-34 are leaving northeast Nebraska towns. That’s why some like Norfolk Mayor Josh Moenning and other community leaders are working on a plan they hope will keep that age group around.
