Planting cover crops is President-elect Biden’s focal point to achieve this goal. The crops will offset greenhouse gas emissions, as big Ag accounts for roughly 10% of emissions nationwide.

Climate change is one of Biden’s top four priorities during the transition away from Trump’s ag policies. Pandemic, economic recovery and racial equity make up the other three. The Biden-Harris transition team describes climate change as an existential threat and says the new administration will lead a global effort to address it.  The Climate 21 Project memo, prepared for the Agriculture Department is available here.
