NORFOLK, NE — A Norfolk man is behind bars after police say they found him passed out inside a car stopped on Norfolk Avenue.

Norfolk Police say they were called to the 2500 block of Norfolk Avenue just after 4:30 Thursday morning for a car stopped in the eastbound lanes with no headlights or flashers on. Officers say they found the car running and 38-year-old Julio Monterroso Perez passed out behind the wheel.

Police say they saw a pipe in the car and struggled to get Monterroso Perez out. They say he shifted the car into drive during the struggle and an officer had to get it stopped and shifted back to park.

Police say Monterroso Perez threw the pipe on the ground, breaking it. Officers were still able to test it and it returned positive for meth.

Monterroso Perez was arrested for drug possession, resisting arrest, DUI, tampering with evidence and refusing to submit a chemical test.
